For the NGF project ‘Aviation in Transition’, the subproject ‘Strengthening Ecosystem’ investigated how much relevance, attention and knowledge & expertise is present among the subprojects in the area of certifiable technology against aviation regulations.
This report contains the outcome of an initial baseline measurement carried out in the second quarter of 2024 by a round of interviews with the relevant subproject leaders. The main conclusion is that the majority of the lead companies have the subject sufficiently in focus, and are adequately equipped for the time being. In addition, the baseline measurement confirms that the subprojects differ widely in the nature of certification. The majority of the subprojects already have contact with EASA and/or ILT and/or an OEM as a direct regulator or customer. The project partners are, i.a., taken in tow by the lead organisations. A deeper inventory is needed there. In particular, the project leaders raised concerns about awareness, and knowledge and expertise of certification to the three technical universities. In addition, one of the subprojects that envisages developing a flying demonstrator expressed concerns about the knowledge position and capacity at the ILT. The potential of participation in European industry working groups and projects with the theme of ‘accelerating certification processes (e.g. CONCERTO) could be much more strongly exploited, as well as stronger one-to-one cooperation with EASA. Opportunities for short-term national cooperation are few, and probably relatively superficial. Based on the baseline measurement, we propose the following recommendations and follow-up actions: – Extend the baseline measurement to some project partners in the consortia – Organise workshops for LiT participants, focusing on general and specific needs and aiming at intensifying cooperation. – Explore concerns and solutions addressed to ILT – Identify, intensify and cover NL participation in European industrial working groups and projects.
